SONNET 29
When, in disgrace with fortune and men's eyes,
I all alone beweep my outcast state
And trouble deaf heaven with my bootless cries
And look upon myself and curse my fate,
Wishing me like to one more rich in hope,
Featured like him, like him with friends possess'd,
Desiring this man's art and that man's scope,
With what I most enjoy contented least;
Yet in these thoughts myself almost despising,
Haply I think on thee, and then my state,
Like to the lark at break of day arising
From sullen earth, sings hymns at heaven's gate;
For thy sweet love remember'd such wealth brings
That then I scorn to change my state with kings.

< and ... what line the turn usually appeared in other sonnet ....

If you mean a turn in the direction of the poem, I would say
"Yet in these thoughts myself almost despising,
Haply I think on thee, and then my state,... sings..."

This seems to mark a change from negative troubles to
uplifting hope.

Also at this point, there seems to be a break between the
first set of 8 lines (octet/octave) and the last set of 6 lines (sextet/sestet).

Can you ask your teacher to clarify? If the lines are grouped 8 and 6, or as a traditional Shakespearean Sonnet 4, 4, 4, and 2.

The Petrarchan sonnet has an octave (or octet) and a sestet (or sextet) - 8 lines and 6 lines. [Shakespearean sonnets tend to have three quatrains and a couplet.]

Ask your teacher if the question is not clear.

I'm not sure what you mean by the "turn", but if it's what I think it is, it's usually in the last two lines.
