UCSD colleges: if my friend and i go to different colleges there, does that mean we can't room together?

Yes, that is true. You guys cant room together because you guys go to different colleges within UCSD.

You guys can always share an apartment or condo off campus.

If you're going to the same school (i assume you're both going to UCSD) you can definately room together. You can either be roomates in the dorm or rent an apartment.
