To the answer above, communism is an economic system. The totalitarian regime in the Soviet Union gives it a negative connotation.

When we the people have the self discipline of respect towards each other and take responsibility of our own well being and that of our community at large, in theory, we have no need for government.
When we have a government, that means we, the people, need an agent and not ourself to govern us. The more the government, the worse it reflects about ourselves. The opposite is true, and therefore government that governs least governs best (because we govern our own self).

The idea is simple. The less the Gov does the more freedom you have to do what you feel is necessary or right. So the concept of a Gov that governs least governs best is to have confidence in it's population and people's own ability to do what is right.
It is a government for people that believe in themselves. To do otherwise is to call yourself an idiot who cannot be trusted to run their own life.

Because the 20th century gave us examples of Governments that Govern most, the Soviet Union, Nazi Germany, Iran under the Ayatollahs, and Iraq under Saddam. In exactly which of those places would you rather live than in the one you now do?

Because all governments like power, so even the government that "governs least" still prevents anarchy, while the other extreme has lead to complete failure, as exemplified in communism.

It only means least interference with the activities of its people. Naturally such Government will not cause much of dissatisfaction amongst them.
