Look at you router stats to be sure, but I would say that something else is the problem. Run pings to your WAN interface to make sure its nothing on your router. Then ping your DNS. Then ping your ISP domain name (ping www.rr.com)
Do a progressive ping until you find the problem. Get a traceroute program to see where various points on the net may be congested.
Bet you 10 points, its your ISP making "improvements".

The best thing to do is go on ebay and buy a voyager 105 modem, dont get a router as routers highten your ping and stops you from getting on certain servers. I've had 6 routers 205 and the 2500 routers and they have all kicked me off the net about 5-8 times a day and i was also having trouble with my ping on CS:S as well as battlefield1942/battlefield 2. You can pick up a modem on ebay for about £5-£10. I have one now and have had no problems, my ping now is 10-15 all the time (depending on where the server is). If the server you are playing on is in USA, then your ping will be high. But if its in the UK then the ping should be fine. If you dont want to buy a new MODEM then go to the console and put in cmd 10 or cmd_10.

OK i had this problem with cs, my ping was 600 when its usually 15. All you have to do is reset your modem or router. sometimes your connection goes away, but all you have to do is to restart the modem again. i didn't think everyone is stealing your Internet connection, because that's too much of a ping change. 100to 800 looks more like a connection problem
note:Make sure the devices are fully loaded before you can re-restart them.

Could be someone connecting to your wireless connection and slowing it down.. or it could just be your ISP having problems.
Try something like dslreports.com and check your connection with tests in their TOOLS section
