Could anyone please describe the "seperate" duties of each house of Congress?

Bills regarding taxes and appropriations for the expenses of the government must emanate from the House of Congress.
Bills affecting names of streets, public schools and other public places are initiated in the Lower House.

Bills affecting the whole country are passed in the Senate.
