have you put a password on your wireless router?
if you have then it is extremely unlikely that your neighbours are pinching your internet
if you havent then do so immediately!

On your firmware should have something like Wireless Client MAC List or something similar. There you'll get the computer name, I.P. address, and Mac address of the person who using your wireless internet.
Using wireless internet without permission or any notice is illegal.
A Singapore teenager has been charged with tapping into someone else's wireless Internet connection, a crime that carries a penalty of up to three years in jail, a newspaper reported Saturday.
Garyl Tan Jia Luo, 17, is the first person to be charged with this crime under the Computer Misuse Act, the Straits Times reported.
The report said Tan is accused of using a laptop computer to gain unauthorized access to a home wireless network on May 13.
The newspaper said a neighbour had apparently lodged a complaint against Luo.
Most notebook computers and personal digital assistants can detect unsecured networks and easily gain access.
If convicted, Tan faces up to three years in jail and fines of up to S$10,000 (US$6,425; euro5,000) under the Computer Misuse Act.
So if your wireless internet is tapped by someone without any notice, you can charge him too.

try to check if your wifi access point has the dhcp feature enabled. this feature allows you to see the ip addresses assigned by the wifi router. Then you know how many PCs are using your wireless network at any time. usually the dhcp feature will also list the mac address bringing you one step closer to identifying the users going through your network.

You won't know if someone is using your internet-- you have to create a password so only you can access the internet. Although it varies by the router, you can usually type in "dslrouter" into the address bar on internet explorer to access those options.

login to your router and there should be a section for "attached devices". if something is listed there that means someone is using your network. You should be able to setup a wireless access list and only add the pc's that you want by name or MAC

You could log onto the routers maintenance page and see WHO is connected to it, and see if it has a logging function you can use to see who logged on previously.
The best way to stop other people to use it is to change the "SSID" name to one only you know, connect up your laptop and the turn "SSID Broadcast" to "off" so nobody can see your signal unless they know what it is called.
Using security like WEP etc. will also help stop unwanted people

Why does it matter? People are just enjoying the internet. It's not making your computer slow, don't be a loser and out a password on it, that's unnecessary.
