if you ask me, I'd definiyely say it is flukes. You can order prazi-quantel. it is very safe, but hazardous to the flukes. I just love it.
You can either order it as straight prazi, or you can get jungle labs medicine called parasite clear or something like that. I know it used to have the prazi in it, but just check the ingredients label to make sure.

I have an Oscar and had many for years that sounds like typical Oscar behavior how big is he? Once a Oscar reaches a certain size like 5-7 inches it starts going thru a puberty stage that leads to behavior problems like digging holes in the gravel, running into the tank knocking things over in the tank etc... My Oscar does this all the time so no need to worry but keep a eye out on him just in case. How big is your tank and what other fish are in their with him? also how often do you do water changes?

Sounds like it could be a disease called Ick. Usually a sign on Ick is your fish scratching against anything. Does your Oscars have little white dots on him that look like salt grains? If he does you probably have Ick. It's easily treated. You can try a product called Quick Cure or Copper Safe. It can be bought at any pet store and isn't very expensive. I used Copper Safe when my fish had Ick and it worked beautifully.

It is difficult to give any advice in truth without seeing the fish. It could be Ich but as you said, there are no white spots which is normally a sign. Stress, overfeeding which increases ammonia, any kind of bacteria....
Your best bet would be to go to a local tropical fish retailer and ask them. Explain the symptoms and they should be able to recommend a course of treatment. It might be worth treating them for Ich just in case. See what they say and take it from there. Good luck!

i have fish that scratch too and it's not ick. i'm not sure what it is but i think it is some parasite that's like ick but not as dangerous... the scratching goes away with clean water but comes back with dirty water...
so, keep the water clean.
