sounds like water hammer to me,In the home water hammer often occurs when a dishwasher, washing machine, or toilet shuts off water flow, resulting in a loud bang or banging sound. A hydropneumatic device similar in principle to a shock absorber called a 'Water Hammer Arrestor' can be installed between the water pipe and the machine which will absorb the shock and stop the banging.

Probably the drain of the down stairs toilet is not connected properly to the drain vent stack when the drain plumbing was installed.
The outdoor valve could make a difference since it changes the dynamics of the pressure of water to the toilet.

I suppose it is the water which is filling the reserve tank up. Try to regulate the water flow. That might solve your problem but it will and might reduce the sound.

Something like that happened to our downstairs toliet once. We discovered that the water supply wasn't turned on all the way. Maybe this will help you too.

I promise you, your ghost will not allow you to fix it !!! My sister has a ghost in her house and the darn thing, torments the whole house, she keeps up her sick husband, and has made him to the point to where he actually contimplated suicide, she keeps him up that much.. during the summer my sister had to get an actual ghost woman to come over and crucify the house.....she said it was a young woman.. and she loved having fun with your husband.... who was suicidal because of losing sleep behind of her... My sister said she'd turn on the fan, when they were sleeping, or turn on the inner house plumbing noises... My sister coudn't figure out for the life of her, what was making that noise, in her plumbing......Good-luck! Happy Ghost Busting!!!!

It won't do any harm, and if you have cleansers in it , all the better, gives your plumbing a wee clean at the same time !
