Be more specific. The cytoplasm is a jellylike substance, not a place. Your'e probably referring to the large central vacuole in plant cells. The vacuole in plant cells stores mostly water with dissolved sugars and electrolytes.

I dont think there is an all water part, if anything it would be the vacuole
