federalism is the separation of powers between the states and national governments.
before the Constitution, when the US was under the articles fo confederation the states had all the power and control on everything, this allowed for states to raise taxes on goods that were transported out of their state, so every state would tax the other states. However what federalism has done is it provides protection to the individuals.

So you don't end up with chaos as in the Katrina disaster, where jurisdiction turf battles kept rescue, relief and law enforcement from being coordinated as a single unified operation, New Orleans and other communities get billions of tax payer dollars to plan for sch a disaster, they "study", spend money on planning, shoddy levee repairs, allow developers to build in bad locations, do a few drills, determine they need more money, deny they can't handle the situtuation, then deny they refused offered help, and finally blame the federal government for not overiding local control, at city, county and state level, and doing what needed to be done in the first place. I don't have a problem with Nagin blaming Bush, but I'm ticked he had to be given all that money to come up with that feeble plan. "Stateism" was one of the factors that helped defeat the Confederacy in our American Civil War, Jefferson Davis had little authority, he couldn't get states to share resources or coordinate operations against the Union, so their defeat at the hands of Lincoln's federal government was inevitable. It was the same reason the US "Articles of Confederation" was replaced by our US Constitution and Bill Of Rights. These are among the greatest documents ever crafted by mankind, and our US Supreme Court Justices should be required by law to publically recite them once a year so they don't forget it.
