Yes, especially as the Yahoo home page is currently saying that AIDS has moved up since '96, when they thought it would decline and is presently ranked as the World's no. 3 killer.
Prevention is better than cure, and yes, it is better to be safe than sorry.

It depends on the situation.
If there's a chance of bodily harm, yes.
If it's a risk of monetary investment, then it's iffy because you could truly regret your hesitance later.
If it's a sexual encounter with some strange woman/man then yes, better safe than sorry.
