first u distribute the - to the stuff in the parenthesis so you have
7x^2-3+x^2
then combine like terms
8x^2-3

7x^2 - (3 - x^2)
Distribute the negative (it just changes the signs of the terms in the parentheses)
= 7x^2 - 3 + x^2
Combine like terms
= 8x^2 - 3
