I would really like to know what type of clothing "accentuates" them. aka. makes them seem not so small without looking skanky

I do too. I wear a lot of push-up bras. The water kind is the best. I also like shirts that are kind of low-cut. And I like to wear sportsbras with tanks because it pushes them up and makes them look bigger. Also, shirts with decoration around the breasts make them look bigger.

all of the magazines i've read recommend wearing tops with ruffles or some kind of trim near the chest to "fill it out" and accentuate it

There are water bras available that also double as a push up bra. If you are an adult and that concerned about your small breast I highly recommend breast augmentation...I did it after some weight loss and only went up one bra size and it made a huge difference 34C to a full 36C.

As the others said, tight and stretchy tees or tops can make them look fuller. Use a maximizer bra!

a push up padded bra always helps. try a layered look maybe along spaghetti strap top and one that is a little shorter with a little lace on the top part. hope it helps!

really tight stretchy clothes.........believe it or not!!!!!! and also u can get bras from victorias secret that have insertable bads inside the cups. and also pushup bras
