He is referring to Vienna, Austria. The song is about going somewhere to slow down and take a break. My favorite song of his is Until The Night, from the 52nd Street album.

Billy Joel is one the all time best songwriter/performers...There isn't a style of music he can't do and he has a large list of hit songs...to really get to know him is to seek out and listen to as much of his collection as you can including songs that didn't get radio airplay...I think over the course of my lifetime I have owned everything he produced and it's all gold to me...he is also an excellent live act, I had the privilege of seeing him twice in St. Louis as a teenager and I wish I could've seen him and Elton John when they toured together, now that would have been something...
