You would think the senate staffer would give you the best answer but he didn't, must be working for a (D).
Congress, both the house and the senate have all kinds of cool non legislative powers. not only does the congress(one or the other, sometimes both) have to declare war they also have to ratify all treaties, they confirm federal, appeals and supreme court justices, ambassadors, cabinet members, so they actually approved the late great DICK Cheney, they hold the budget purse strings, but that's kind of legislative, they can remove judges, presidents or anyone they approve through impeachment, they can investigate anyone in public, in some MA senators case they can get away with DWI and vehicular homicide and Child porn in FL. Okay the last two were political jabs but Congress has buckets of non legislative power, enough to keep them busy without passing any new laws all year long if they wanted.

Your best reference for this question is the Constitution. However, among the many notable "powers" the House and Senate can exercise are the power to hold hearings into any issue of its choosing, the power to issue subponeas to compell testimony, the power expell elected members for misbehavior, the power to pick its leaders, the power to confirm federal judges and Supreme Court justices, the power to confirm presidential appointees (including members of the cabinet) and, of course, the power to remove the President and VP from office.

By the way, Ralph T is incorrect. Congress does not decide which cases the Supreme Court hears. The court alone decides what cases it will hear.

Other than constitutional conflicts,congress decides what cases the supreme court can hear. Congress has to certify the presidential election results or throw them out.
Read the Constitution under the powers of congress.

Congress by definition only has legislative powers. They have the power to create laws and the power of the purse which means funding.
