Already asked this but need complete clarity as I think the words "Design" & "Develop" were getting slightly muddled.

Design: Coming up with concepts, making clients changes, completing final design to present client and get final approval before putting it into any actual code. So coming up with how the site will "look".

Develop: Putting the design (from a JPEG/TIF/PSD format) into code so it can be put online. So putting the site into code so it will function online.

Right so:

What takes longer the Design or Development - in general. I know every design is different...there is no Flash or anything on these sites.

Your definitions of the two phrases are correct, and as others have said this completely depends on the project. Getting the "Look" of the site should be something that you get a very good feel, but it can vary based on the pickiness of the customer and how many revisions they request. The develop time can vary significantly depending on the complexity of the site. If you are doing a simple HTML page, you can probably use a WYSIWYG editor and get a lot of the work done. Conversely, if you are developing a large scale site with significant elements of dynamic data, the develop time will be substantially more.

That kind of question is impossible to answer to the 100%. There definitely will be cases where each will take longer depending on the project requirements, time available, number of staff, staff skills, tools available, and previous related projects involved. My quick answer is that it will take longer to design for some projects, and take longer for coding on other projects. On average, it will be equal.

Every single application and website i have ever worked on or even just been involved in... the development has always taken longer.

There is no '100% answer' however as its impossible to give one as every project is different.

usually the design will take much time.
cus once you made a template including the css files and the meta tags, you can use it in all your websites with minor changes.
