Don't drive your car because I put sugar in your ags tank, slashed your tires and cut the brake cables. I also peed on the seat.
Cars are stupid. Get off your lazy @$$ and walk or at least take public transit.

-When I have been drinking alcohol.

-When I don't feel well physically.

-When the roads are slippery. (I hate that, it never fails to scare me)

-If I would know my car has a mechanical problem. (well, I WOULD, if I could, still drive it to the garage and have it fixed, before I use it again)

no petrol, risk of getting into car accident, distance to travel is within walking distance, car problems (eg flat tyre, etc), drunk or high, bad weather conditions, not having a license to drive

Out of money or out of gas. I can't think of any other reason than that. I live too far from town to walk.

1) price --- gas + toll fee + parking fee + maintenance + tickets
2) availability of alternative and convenient transportation mode (if you live nearby a train station and your destination is also accessible via train)
3) traffic jams
