Totally irrelevant. One of the lamest of the lame ducks, ever. 9-11 was the high point of his administration, without it he'd never have been re-elected, never able to play the FEAR card at will, never able to (temporarily) win the support of other nations....and never able to reach a roughly 85% approval rating.
And then in a few short years later, BAM. Zilch. Endsville.
The "war on terror" has only inspired more terror. Bush's approval ratings are in the toilet (about 33% approving, and those are die-hard right-wingnut jobs) and many of his original cabinet have left. His stance on Iraq and homeland security handed over Congress to the rival party. Despite accusing John Kerry of flip-flops, he's welched on social security reform, immigration, steel tariffs, the Dubai Ports deal, and the justification for invading Iraq.
3000+ American personnel are dead, in a war even Kissinger deems unwinnable. The deficit is horrendous. And many of his supporters are now tied to lobbying scandals or various other forms of tyranny or corruption.
Long story short -- he's a joke we played on ourselves. Hard to imagine Gore playing his cards as badly as Bush....but unfortunately, the cons had dominance in the Supreme Court and with the Florida Secretary of State at the time....otherwise I'd dare say we'd have seen a brighter existence and happier start to the New Millennium than this cheap sitcom of a Presidency.

I don't think history will judge the President too nicely. Alot of stuff has gone down that didn't have too. The US human rights track record is in the toilet. Our allies and strategic partners don't treat us with as much respect as they used to. Recent polls showed Mr. Bush viewed a greater threat to world peace than anyone except Mr. Bin Ladin.
The most charitable thing is that he has been maybe a misguided idealist or idealogue. Right now alot of people will support him simply out of knee jerk because "people" shouldn't trash talk the President.
President Clinton was a BAD person individually (as a husband/ father) but not terrible as a president. President Bush might be a great guy personally but has been a bad president.
Dubious disregard for the constitution and the constitutional govermental process on no less than 1000 separate occasions (Imperial Hubris). Disregard and denigration of other conservative frames of through (Brent Skilcroft, Mr. Baker) - who until recently was persona non gratia in the inner circles.
What can only be charitably described by one political supporter as a libertarian response to the Katrina & Rita disasters.
The items are too numerous to mention, Abu Gharib, Guantanamo , the whole WMD deception run up to the war, the unfortunate relationships with the AIPAC and the PNAC neoconservative movement has cost this country in blood and treasure with no wayout of Iraq. Many in the Bush Administration have actively worked against our strategic interests against Al Qaida - revealing communications methods and such. (Imperial Hubris,One Percent Doctrine, Meet the Press).
Support of laughably pathetic policies regarding education policy (intelligent design , home schooling , charter schools) have been shown to be wholly unsupportable, impractical and educationally dubious in that order.
He's repeatedly pays lip service in support of the troops but cut the pay for active "in theater" troops. Defunded the research to respond to the bioweapon attacks (anthrax etc), as well as closed many of the hospitals and treatment and rehabilitiation facilities vital to returning disabled veterans.
The bizzare rulings of the homeland security department at one time or another frightens us with the "Rainbow of death" alert system.
Deciding to authorize the defunding and un-designating of the WTC site,Brooklyn Bridge, UN and Times Square as well as 20 other major tourist and culturally important sites for future terrorist attack worthy of funding for homeland security dollars..
I suspect with the new congress Mr. Bush will not have so much the sweeping "Mandate from Heaven" as before, but will instead need a hall pass to go to the bathroom instead.

Had the right man in office when we got attacked..couldnt you see AL Gore claiming that he invented the emergency vehicles that the rescue workers used during the attack?Remember he invented the internet.
