Your question is nice one but it does not have a really uniue answer. because it depends on the criteria and field/subject matter.
There are awards given for best websites in different categories too.

I personally think if you ought to choose one as best, you bet on google.com. because every search starts with google and opens up the world and many sites.
Although such selection is very difficult. I never tried and will never try to think of it. But to answer your question, concept tell that google probably a good answer.
