We know two things, let's translate to equations:
Say K is the number of kids, D is the number of dogs.
K + D = 12
K*2 + D* 4 = 40

So
(12 - D) *2 + D * 4 = 40
24 - 2D +4D = 40
2D = 16
D = 8
K = 12- D = 4

So 4 kids, 8 dogs.
