I work in an environment where every job class makes a different salary (naturally) but the company officials pay some shift workers $1.00 per hour shift pay and some workers $1.75 per hour shift pay. We are all working the same shift (3 pm to 11 pm). Is this legal?

IT IS LEGAL !!!
GRAVEYARD SHIFT IS USUALLY NOT A WANTED SHIFT !!!
SO EMPLOYERS PAY MORE FOR THAT SHIFT TO ENTICE EMPLOYEES TO FILL THOSE SHIFTS !!!
WOULD YOU WANT TO WORK GRAVEYARD SHIFT !!!

In Canada, overtime is paid at 1.5 times your normal hourly rate. It can be up to 2-3 times on some holidays depending on the union contract. P.S. Obviously it depends where you live whether it is by law or not. In Canada it IS the law (for minimum 1.5 times regular pay).

Check out the below website and see if it helps.
Employers can probably do anything they want as long as it is at or above minimum wage.
Good Luck!
