Professional exam? Try years of university, starting with a bachelor of psychology, just like any other doctorate.

Yes, each state has a licensing board, which has a state exam you must pass. It consists of all that you've learned, such as ethics, physiological psychology, learning and memory, group counseling, research and so on.
