A real "captains" license, is an unlimited Master Mariner.

It does not include an unlimited Chief engineers, as this is a completely different ticket under STCW95.

A real "Captains" license reads Unlimited Master. All other Masters licences below that have tonnage and/or vessel restrictions. For example, If you had a 50GT Masters license, you would say "I have a 50 GT Masters" not my captains license.There is also The Master Mariner Which is Unlimited Master and Unlimited Chief Engineer, I would consider this the highest.
