2 female rabbits, noticing aggression of one rabbit toward the other, biting and pulling on fur

the aggression wouldn't be caused by cold- that is a whole other question in itself. Aggression- are you sure they are 2 females? Also if not enough food or space can do that as well. If they were just introduced together, they may just be working out dominance as well.
Some ways to heat up their cage- make sure that some of it is boxed off, first of all. I live in WI and we have outside caged rabbits in around 0 F weather with no problems.Below freezing, we usually moved them in the garage. What we do is add some hay, straw, and extra sawdust, and they stay warm no problem.
As for the light- it is perfectly fine, but unnecessary if you use the above methods. If you are worried about leaving a light on at night, they have red heat lamp bulbs that are dimmer and some animals can't see the light (not sure about rabbits) and still give off a lot of heat. If you do put a light out there, make sure it is well out of their reach so they can not burn themselves.

first of all, separate your rabbits,as they can be territorial.that is why their fighting.rabbits tend to do better in cold weather than in the heat.as long as you have separate cages,with a wood box filled with straw, and fresh water.they really don't need a light.make sure that they are also out of the wind,and that their feed doesn't get wet.i know all this from experience,i raise rabbits.

The light bulb would give them heat but the light would keep them awake all night. This could make them crankier and even more aggressive.

i also hav rabbits and i think its ok for them to b warm but hir in the philippines..... we olredy hav a pretty hot climate so they're breathless ol the times. they like it best when its cold anyways they can adapt 2 ol kinds of climates, and temperatures just be caring to them always and attend to their usual needs like food and a nice shelter........
about the biting its natural....
just put them in separate cages its but natural for them to fight, or to be playful......
and if somehow you've separated them and one tears up its own fur it means she's pregnant and about to give birth........
so b sure to put someting on her cage to be used as a bed for her young

Why the hell are they outside?
NO animal belongs outside except wild animals.
I've reported 2 people in the last month to the OSPCA for keeing their dogs outside all the time... guess what... they were taken away! If you can't care for an animal PROPERLY, then you don't deserve to have them and I hope one of your neighbors calls them on you! Shame on you for abusing animals!!
