First you need the right nutrition. Some mild exercise every day and at least 8 hours sleep each night. Some people, especially teenagers need more. You have to get your body into a rhythm, that means eat at the same time, go to bed at the same time each night and up at the same time each morning. If you do all of that any you are still tired you could be sick or depressed. Then see a doctor.

Amount of sleep does not work.
Your body is too full of energy so you cannot fall asleep.
Before you go to bed, do some aerobics such as The Step.
5-15 minutes before you lie down, and after a while, you will sleep peacefully. I do aerobics, stretching, and weightlifting and I get only 5 hours sleep a night. My sleep is from 10:30 PM to 3:30 AM.

Get at least 9 hours of sleep. Also, the scent of mint, believe it or not, will wake you up. Usually for me, waking without disturbance from an alarm is good as well. It means your body got its sleep needed, and wasn't rushed to wake. That may not be true for everybody, but the mint thing is.

drink warm milk just before you go to sleep. Sounds to me like you're not getting that deep sleep one needs to feel great when they awake. Something may be disturbing your sleep that you're not aware of. For instance you might be in a deep sleep when the neighbor across the street comes home from work (or goes to work) and slams their car door. You wake up but don't remember waking up but it has disturbed your sleep. It could even be a dog barking. Or it could be the newspaper boy delivering the paper and it smacks someone's porch.

You are probably not getting enough physical exercise. Exercise more but stop at least 3 hours before going to bed.
Also, consume no caffeine 12 hours before going to bed.
