CIA-Culinary Institute of America in Hyde Park, NY. An AOS or Assiciates in Occupational Science in Culinary Arts is 21 months. In addition baking and Pastry Arts also offers an AOS which is also 21 months. Check out there web site.

There is a very good school in Shelton, CT called the culinary arts institute or the one in Rhode Island

American River College, Sacramento California. It's about 18 months and since it's a California Community College it's extremely affordable.
