well, there's no such thing as "he is yet to finish the job." (it's an incorrect verb usage.)

proper way to say it is "he has yet to finish the job."

I believe both of them have been used in the English language within centuries of each other. The tense that it is used in is obviously different "is" and "has". Whereas "has" meaning something that is done or more importantly meaning possession. "Is" on the other hand is more suited for the third person which would still suit this sentence.

The first one is just plain bad grammar. It says 'he' and 'yet' are the same thing.
