My sister turned 13 in August. A teenager!! That's what makes them happy, the thought of growing up. Buy them something that will make them feel like a teenager. For girls, real makeup (if her mother allows her to wear it). Bath stuff, think of things that you got as a teenager, and go with the theme. cds, a cell phone is a great gift for a 13 year boy or girl. A magazine subscription to Seventeen or a teen mag. books! A hair dryer, curling iron. You get the picture.
For a guy- VIDEO GAMES, shaving kits, colognes, cds, DVDs, tshirts, footballs, or whatever sport he likes.
If you can't decide on anything, go for a gift card. It should always be a last resort, though. Try making it heartfelt.

Honestly, I think that at 13 trying to find a gift that you can buy and give them, that they are going to like is going to be extremely difficult.
Unless you are giving them the receipt so that they can return it... I would say go the way of the gift card. Either a mall gift card or best buy or somewhere they love to shop. I think the mall gift card is best because you can use it at all the shops.
I used to think that giving a gift card was kind of impersonal but now I realize that it really isn't. You are showing you care and giving that person something so they can truly get an idea that they would need or want.
It is the thought that counts but why not let the thought count and the person get something they need.

Find out what his or her hobbies or what they like to do. & get something like that. If they're into music then maybe a music voucher or tickets to a fave band. If its sport than some sort of equipment. Just find out what they like. Most 13 year olds like gaming systems, so maybe a game for the gaming system.

since i'm 13 myself i would say get him/her a cell phone, maybey a computer/laptop, an mp3 player there cheaper than ipods, and you could get jewelry if girl, and a nice watch if boy.

if its a girl,maybe a purse or a gift card to a fav store. if its a boy, video games,sports(team ) shirt.Books if they like to read.....
