Yes, it is very much possible to "start - over". What you need to do is format your hard disk and reinstall the operating system and all the other software. It is not that difficult, but I would suggest taking external/professional help as this is your first time. Do not forget to take a backup copy of all the files that you require before you start the process. Formatting your hard disk does wonders to the performance of your computer. Your system starts up really fast, and the overall speed and stability is mindblowing!
As for the alternative, you would find a considerable increase in the system performance if you do the following this:
1. Run a thorough Scandisk check on all your hard disk partitions. This can be done by right clicking the drive in My Computer and selecting Tools > Error checking > Check now. (In Windows XP)
2. Defragment all your partitions. To do this, right click the drive on My Computer, and select Tools > Defragmentation > Defragment Now.
3. Clean your registry and optimize it using Registry Mechanic. You should be able to find the latest version on download.com
Good luck!

RE:
Can I professionally clear my computer out and "start over"?
My computer is about 3 years old. Is it possible to completly "start over" and have everything cleared out and re-install the programs?
Will there be a benefit? Is there an alternative?
My computer generally runs fine, but i think that there are some problems.

if you want to "start over" as you put it, you would probably want to format your harddrive and reinstall your operating system. when you bought your system, be it a laptop or desktop, usually they'll send with it a reinstall disk. you can do this one or two ways... 1st, have your computer turned on and just insert the cd into the drive. it should pop up automatically. click to install the o.s. at some point it should ask you where you want to install the new o.s., there should be an option to format the current disk, do that, then click on that same disk to install the new o.s. or...... have the cd in the drive, restart the computer and boot from the cd, then just follow the same steps. since it is a factory cd, all the drivers should be installed with the new o.s. install. if not, just insert the drivers and utilities cd and install the missing drivers. hopefully that helps out....

Big question is where did your windows operating system come from.
was it factory installed, an you have the recovery CD's
Or did you have a ful version installed
And if it was a store bought computer, and you dont have the CD's, you could order some from the manfacturer for about $30
Once you have the Cd's pop them into your cd rom, and restart your puter
think about it, a fresh new computer with all the data whiped out.
Would be faster, and have more storage space.
The alternative is cleaning out all the junk on your computer
Temp files, unused programs, cookies
Best appraoch is to resotre your computers settings.
Sometimes the registry gets corrupted, or ou develop little ticks here there. So its a nice thing to start fresh
Just back up your drivers before you restore yousystem
I have reinstalling everything
with backup utility 5 minutes saves me about an hour

Yep, if you've got your original Windows CDs, just back up everything you need to save and reboot with the CD in the drive and go from there. There's tons of guides out on the Net for stuff like this, just search around!

pretty drastic, but it would be akin to a complete rebuild and starting fresh. If it is a few problems, try running anti-spyware and anti-virus programs, defrag your hard drive and clean up temporary files.

Actually we do it to ours all the time, and you dont need a disk..
If you have windows, you can do a system restore.. and in doing so you are reversing any damamge, plus resetting your computer back to manufaturers standards.
Plus you dont need to back anything up, it automatically does it..
Plus it is completely reversable if at any chance you were to loose something..
IM me or E-mail me and I can walk you through it
