i know that it has something to do with a resting/refractory period

All hair on the body, including individual hairs on the head, grow for a while & then rest for a while. The length of time this takes is called the refractory period. The refractory period for eyelashes is much shorter than for head hair, so the eyelashes will fall out sooner & also start growing back sooner than a head hair will.

All the hairs on our body can grow to some maximum point. It's in your genes, or something.
Some people's hair can grow to their butt, while others can only grow out theirs to their back.

eyelashes are just there to protect your eyes from dust and such, and if they grew super long that would defeat the purpose.

Lashes only need to be long enough to protect your eyes from debris.
