PaintedRain2 is right, neurological damage and various diseases cause "stargazing" in snakes. Stargazing is a symptom of an underlying condition rather than a condition in itself. One of the most common causes of star-gazing is called IBD, which is a disease that ONLY affects the Boid family, most commonly the burmese pythons and red-tailed boas. Most often, neurological disorders and diseases that cause stargazing are not able to be identified with blood testing, etc. but are discovered upon necropsy, as is the case with IBD. It is, however, a really good idea to have an annual checkup for your snake, with a qualified herp veterinarian, and to check a stool sample for parasites as well. Tips to keep your pet healthy: 1) Always wash and disinfect your hands before and after handling your snake, especially if you have had contact with other reptiles, 2) Keep your snake in a clean, escape-proof, safe enclosure (no heat rocks, no loose lids, etc. 3) Take notice of any changes in your snakes behaviors (not eating, not shedding properly, lethargic, etc.) and don't be afraid to make an appointment with your vet if you think there is reason for concern. Better safe than sorry! 4) Do your research!!! Knowledge is the best ally for a safe and healthy pet!!! Look up Melissa Kaplan's website and find care sheets for corn snakes, or google "care sheets for corn snakes" and make sure that you have it's environment set up properly. Good luck with your snake!!!
p.s. I don't know why the other guy thinks that snakes don't get diseases, but that is totally wrong info!!!!!

Stargazing is a term used to describe a deceptively innocuous behavior: the head and neck are raised almost straight up, as if the affected animal is gazing at the stars. This condition is common to several diseases that affect the central nervous system. Symptoms that often occur with stargazing are disorientation and the inability to right itself.
A thorough examination, including fecal and pathology work-up, must be done to determine the underlying cause. As stargazing is merely a symptom of a deeper, potentially quite serious disease or disorder, the underlying condition itself must be treated.

It is a natural manner of their being when at rest.It is totally normal for snakes of all kinds to do this.Snakes have incredible immune systems and this is nothing to worry about. If the snake shows signs of weakness it is because the natural habit in which you have placed the snake is not as good as it could be.Snakes just really don't get any type of disease...Tom Science 4
