Any one with the power to do so, i.e. Gandalf, Saruman, Galadriel, Elrond. However, the danger is that in order to wield the One Rings full power, you have to be willing to let it take control and lead you, not the other way around. If you are less powerful than Sauron, it will betray you, seeking to return to its maker. If you are more powerful, it may stay with you, eventually corrupting you into a vessel of evil that the disembodied spirit of Sauron could one day merge with.

No one. Sauron made the Ring and put much of his power in it. Anyone trying to yield it would be corrupted. Only Tom Bombadil is unaffected, because he is older than Sauron and the Ring. Gandalf, Galadriel, and Elrond might wield it but would be enslaved by it. The only option is to destroy it.

No one could have! The ring would have corrupted even Aragorn, and Sauron would have won in the end. The only option was to destroy it.
