No. It can't be true, think about this. Not everyone who is the same weight looks the same. One overweight person might have man boobs and chicken legs, the other might have a massive waist and backside. You see what im getting at? If you are overweight and you lose weight, the penis will probably look bigger because there is less fat blocking it from being seen. There is definitely no amount that it will certainly grow. Remember, the penis is an organ. Losing weight will not increase its size, nothing will increase its size.

it's misleading, but it does have truth to it. the penis obviously doesnt 'grow,' but the fat that surrounds it goes away and the base of the penis becomes 'exposed' so to speak. i think 35 pounds is an overestimate, maybe around 50-60, but it has truth. i dont want to get graphic but i was 390 pounds at one point, and when i finally got down to 180 pounds, the penis appeared considerably longer...
also, it isnt true for a man who is only 35 pounds overweight, only if you're considerably obese...

Well, to be honest, it's not true at all because just because a person looses weight, they may think that they gain an inch on his erection, but they can actually see their feet.

look up disappearing penis syndrome.
An erection is a fixed size and will not grow. Because the underlying tissue of the penis is attached to the pelvic bone, as a guys belly gets bigger it will 'engulf' the base of his penile shaft which can't move outward with the surrounding fat, thus making it appear smaller.
