Can the word "zwei" be pronounced as "zwo" even if it is spelled out as the former.?

Suppose I am reading from something that actually spells out the word as zwei. Can I say zwo instead?

If you want to speak with a regional dialect, such as in South Western Germany (Speyer, near Heidelberg). No, if you want to speak high (proper) German.
