My daughter's tutor who has a B.A. in writing did not think "lastly" was a word, but it is.
Lastly, I would like to talk about the consequences of war.
I also looked it up in the reference in the post above mine and found it under the adjective "last." It was listed as an alternative adverb form.
When I type it into Microsoft Word, Word does not highlight it as an error.

Lastly is definitely a word. It works fine to end a paragragh, if its the final point if a series of points you're making. But if you're closing an article or essay, then "To conclude", "In conclusion" or "In summary" also works. Depend on context etc.
e.g.
Lastly, i would like to thank the board members for their contributions to this project
e.g
Lastly, to bring about an effective solution to this problem, government bodies must work closely with NGOs and other concerned parties.

I dont think lastly is a word, some other words you could use are:
Finally,
Last,
and....well those are the only two words i can think of using asa closure
