if the the graph of f'(x) has a point which is tangent to the x-axis, is the point to which it is tangent, a critical point?

a critical point is a point in the domain of a function where the derivative { f'(x) } is equal to zero or undefined if I remember right from calculus; it seems like a critical point is tangent to the y-axis.
