In Doctor Who, why, if the Time Lords can regenerate, are all of them dead>?

Other Time Lords have died before, such as the Castellan in The Five Doctors, and the President in The Deadly Assassin. Time Lords can die as much as anyone else, but if their moment of death is prolonged, then they have chance to regenerate.

Or, perhaps, if it was a Time War, then they all aged to death, regenerating time after time, until they had no more regenerations left.

Or, if Gallifrey was destroyed, perhaps the Time Lords regenerated, died of suffocation in space, regenerated and carried on dying/regenerating until they were dead.

Andy pretty much said it all. The classic series said a Time Lord could regenerate up to 12 times, so 13 lives/persons/doctors. But the new series has made no mention of this "rule", so whether they hold it as cannon or not is anyone's guess. Seeing as David is the 10th Doctor, that means there are only 2 more regenerations and 3 more doctors left. That might pose a problem to the writers' plans of a long running show; but I guess that's all still to be decided.

The doctor regenerates after suffering mortal injury, illness, or old age. He can only regenerate 12 times, so maybe at a guess, the other Time Lords have regenerated 12 times and thus are now dead.

Regeneration is different from being killed. Once killed - dead. Regeneration - start over.

They only have 12 regenerations. Also, Gallifrey, their home planet was completely destroyed.

They aren't dead. They were eliminated from being in a timewar with the daleks. The result of the war was that they never existed.

in the old series they were actually all alive but in the new series there was a war and they all died.
