Research how to read a dog's body language. Notice I said DOG not *PIT BULL (2 words) because the breed of dog makes NO DIFFERENCE. Barking does not always mean it's going to hurt you, just as tail wagging does not always mean it's a friendly encounter. Tail wagging CAN mean stress and aggression. Just as barking can simply be alertness or the fact that it's a DOG and if no one's noticed, barking is kind of what they DO. Don't use a tazer or cattle prod. It's a dog, not livestock. Carry a jar 1/4th full of pennies or even an airsoft (NOT a BB) gun. (barely bruises a human at point blank, but will scare the life outta ya). As for what to do in the long run: confront the neighbors again. If they do nothing, take pictures each time you see the dogs out and about. Even if the dogs aren't aggressive, that doesn't give them the right to run at large. also, call animal control each time they get out. Tell other neighbors to do the same. Eventually the dog's owners will either get the message and keep their dogs contained, or get them taken away. Problem solved both ways.

you go out there and claim your yard. I wouldnt recomend doing this if you are scared because the dog will pick up on your fear. But if you just realise that you can be the dominant one you can simply walk toward the dog and claim your yard by making a loud noise or clapping something to startle it when it is in the act of ripping stuff up.
Try getting an empty coke can and filling it up with 11 pennies and tape the top. When the putbull is in the process of digging or doing whatever throw the can at it. Its not going to hurt the dog but the pitch from the sound will scare the crap out of it.
Continue to do that and soon enough the dog will associate that sound with digging up your yard.

I read an article that a sugar substitute in cup cakes and sweets kills dogs. I dont think it was sweet n low but I cant remember exactly. My neigbor just moved in with a pit bull. It kinda scares me because I have kids and we live so close together on zero lot lines.
of course I would nt use the substitute unless the dog did something and the police did nothing about it. I would rather protect my kids than worry about the law.

Let the owners know that this is a problem. If they chose not to take action, call animal control.
