oh WOW what a question.....with absolutely no bigotry at all.....
I suppose if you are wanting to have this question answered it would first be appropriate to first define retarded..
what I would like to know is who would get to make that definition
Politicians......Doctors.......Lawyers.......or perhaps it would be easier if we just got a posse together and just made up our own minds who had human rights and who didn't....hmmm yeah... that sounds suitably scary.....
Wow scared myself there....nearly made Charles Manson mode....

It wasn't unanimous. I think animals have the right to be free from harm.
The retarded should have the rights they are capable of using with the knowledge of what they mean, but not reproductive rights. The human gene pool is in enough of a mess without making it worse.

A mentally defendant person is not an animal. They are human, and deserve the same rights.
If animals were to have the same laws as humans. It should be vice-versa. If someone steps between me and my child, I should have the right to maul them to death. If someone sticks their hand in my face while I'm eating, I should have the right to bite their fingers off. And finally, I should be able to marry a duck, walk around naked, and treated the same as a hamster.

What a terrible question. Retarded people are human! They do have the same rights even if they do not exercise them.

they are humans... aren't they?
I don't know, my friend's sister has down syndrome, and she's always sticking things up her cootchie... like hair brushes, bristle side up. I'm not sure if she's prepared to vote in the next election... hanging chads and all
