Most music programs like iTunes and Windows Media offer both of these features, so this should relate to all of them.
Rip = means to put the music files from the CD onto your computer's hard drive. For instance when you load a CD into your computer using iTunes or Windows Media player and you want to add the music to your "Library" you choose, Rip. This will take the music from the CD and "Rip" it to your hard drive.
Burn = means to take the music files from your computer, and record them on to a blank CD. So when you select the music files that you want to put on a blank CD you would use the "Burn" option to record the music to the blank disc.

Burn a CD/The reverse action of ripping a CD is burning a CD. To burn a CD, you simply move, or burn, the files from the computer to a blank CD. Make a folder of the songs or video you want, and add the folder to your media player to burn the CD.

While the original media is typically digital, the extraction of analog media such as VHS video or vinyl records to a digital format can also be referred to as "ripping". To conserve storage space, the copied data is usually encoded in a compressed format such as MP3, WMA or Ogg Vorbis for audio, or MPEG-2, MPEG-4, DivX, XviD or Ogg Theora for video.
The term has been adopted to refer to audio extraction/duplication, though this use of the term is not literally accurate.
BURNING:
To create an optical disc, one usually first creates a disk image with a full file system designed for the optical disc, and then burns the image to the disc. The disc image is a single file, built and stored on the hard drive, which contains the entire information to be contained on the disc.
