In addition to the suggestions above, read a passage aloud. First, read it as fast as you can - don't worry about accuracy, just read it as fast as you can. Then, slow down and read for accuracy, making sure to pronounce every word carefully. Then, read the same passage aloud 3 or 4 more times, attempting to increase your speed each time, while keeping the fluency.
Make sure that you know how the words are really pronounced by using the pronunciation key from a dictionary. Ask someone to listen to you reading to make sure your diction and pronunciation are clear.
Remember to breathe deep too, and try not to let your voice get nasal, which it will do if you are nervous.

Read, read, read. Everything you can get your hands on. Take an upper level English course and perhaps a Speech class. Join a poetry reading group. But if you want to improve vocabulary and diction...read. The more you read the better those skills will be.

Read books on topics you find interesting. Purchase a dictionary and don't let a single word pass by without you having an understanding of it, and each day read every word on one or two pages of that dictionary with their entire definitions until you've seen it all. Purchase a thesaurus, and try to spice up what you're "really" trying to say.
