Yes.
The water breaks before, or during labour before the birth of the child. After the baby is born more amniotic fluid usually comes out as it was trapped by the baby. In addition the amniotic fluid continues to replenish to some degree during labour.

Usually. In almost all cases, the "water" ruptures on its own by or during transition (dilation of 7cm to 10cm). Very occassionally, a baby will be born with the amniotic sac intact (this is termed being born "in the caul"). The superstition is that these babies will be very special and gifted. It also used to be a superstition of witchcraft.
OB/GYNs usually rupture the bag artificially if they haven't ruptured by the pushing stage; mine did without telling me ahead of time

when your water breaks it comes out..so yes when you give birth too...some fluid comes out.

I think you should go into the ER just to make sure everything is ok. Were you having any signs of contractions before this happened? Have someone take in into ER to be safe.
