You still only need seven men, they just have to work harder and quicker. You can't use equations to solve problems involving people doing work ,especially men. Suppose ther's a football game on that morning.
Plus there's no way you can have 28 men crammed together on a small worksite like a garage.
Each man or team will do his or their job. Whether it be the masonry, carpentry, electrical, plumbing, roofing, or whatever, They'll just need to do it side by side or as quick as possible.
Final answer you still only need the seven men.
Heck, my two brothers and I built a garage in a day, wasn't the best, but it served it's purpose.

+you Devide the 2 days into halves because you want to do it in half a day and it gives you four halves so then you multiply the seven men by four which gives you 28. but you most likely will get a man or two that will not work so you gonna have to have a big dude with a pole to keep them busy

imagine having 28 (or even 50 something) men building a single lousy garage, they will be tripping over each other!! and work wont be done in half a day.
