Skin is in several layers. The top layers absorb water faster, so they expand and cause the "wrinkled' effect.

The water creates pressure on the fingures and the blood flow slows down, and then all the moisture goes into the skin and that is how a person's fingers wrinkle

Staying in water for a long time washes away the sebum (oil in your skin). Then, the water can penetrate the outer layer of your skin. This causes your skin to become waterlogged. So how does this lead to wrinkles? No one is really sure.

Some people think it's because the skin expands to allow extra water inside. The expanded skin ends up looking really wrinkly. Other people think that it's because the skin is tied down to the tissue underneath in certain places. So when the skin is full of water, it swells up (gets puffy), but only in places where it is not tied down, which makes it look wrinkly.

The water gets absorbed into the flesh, & it gets trapped in some areas, & not in others, so the skin forms wrinkles as a result.

Contrary to popular belief, it's got nothing to do with drying out.

In short, osmotic pressure forces water into your finger's cells, which causes them to expand. In order to accomodate the extra cellular mass, the skin has to fold a little bit to make room for the cell's expansion.

The top layer of the skin (stratum corneum) absorbs water, and:

"Since the underlying tissue doesn't absorb water, the stratum corneum can't spread out and it buckles like asphalt on the highway in the summer sun."
