I want better handling while maintaining stock appearance and stock ground clearance.

Yes, sure they do. I'd suggest yahoo-searching or googling for your car and "aftermarket" or "suspension parts" to find what's available. Going to a good bookstore with lots of magazines and looking for marque-specific magazines or general hot-rod magazines, and then searching the ads in the back is also a good way to quickly get an idea what vendors are out there.

Also, if there are some web bboards for your car (like mini2.com for MINI Coopers) they can probably help too.

Lowering springs combined with high performance shocks will greatly improve handling at the sacrifice of ride comfort. Of course your suspension will be much more stiff.. but that's something your going to have to live with if you want better handling. If you just replace the springs then your stocks shocks will blow out pretty quickly. You need to replace both the springs and the shocks at the same time. Also while shopping for springs ensure that the top and bottom coils come wrapped with some kind of damper such as rubber.. if they dont then they will squeak and creek and annoy you.

Yes, but you need to stiffen the shocks too. The wheel/spring/damper is a tuned system, so if you raise the spring rate it will tend to overpower the shocks and make the suspension ring. Stiffer anti roll bars will reduce body roll but will give some odd single sided bump responses, the car actually tends to roll away from bumps more than on the standard setup.
