They kill. That's what they're designed to do. Without seeing one, I couldn't tell you what they're for.
Turn them over to the cops. Wait for one of the "amnesty" days if you're concerned about repercussions. That said, most PDs would rather have them off the street than make life miserable for you.

At first I thought this was a typo, thought you meant 38 cal. Holy crap those are big bullets, needless to say the person on the wrong end of that would be pink mist! Just moving them could be dangerous. They could be anti-aircraft or anti-armor rounds, more likely anti-aircraft. With the things the way they are today you could get your a$$ in a sling, especially if you happen you be darker complected. My advice call the FBI from a pay phone and tell them where/what they are they'll have a ordinance disposal team that can get rid of them. BE CAREFUL!

38mm sounds like something an anti aircraft gun would fire.(you do mean 38mm, not .38 SPC?) if the round is 38mm in diameter these are not infantry small arms. the little short chinese guys arent all running around with huge guns. get on gunsamerica or a similar site and try to sell them. as long as you dont beat the primer with a hammer or leave them in a box in the sun they should be ok. store in a cool dry place.

I don't understand why you don't want to contact the police regarding this matter. No matter; there is not much you can do except give or sell them to someone you trust. If you cannot trust anyone including the police, contact another public servant. There are free legal aide services. Such a lawyer can advise you. Perhaps that lawyer can give the bullets to the appropriate authorities on you behalf without your name ever coming up.

Any Saturday Night Special fires them.
You think the .38 is big? Try the .45 carried by so many American soldiers through the years. And .50 sniper rifle/machine guns.

the army has a 38mm flare gun. Their projectiles burn incredibly, incredibly warm. there became a chain of 37mm cannons used for anti-armor (M2 Stuart substantial armament, etc.) The Soviet bloc used 37mm cannons for anti-airplane. as a rule superceded via 40mm weapons now.
