Bubbles on the eye of a fish are more a symptom than a disease.
Pop eye is when the whole eye bulges from pressure beneath the eye, this again is mostly a symptom.
Do not confuse bubbles or pop eye with bubble eye or celestial goldfish which have natural bubbles growing around the eye.
As for causes, aeromonas bacteria commonly cause pop eye; Erythromycin or Neomycin are the drugs of choice for this pathogen. Also dirty water conditions can lead to this problem, regular water changes and proper filtration for bio and mechanical filtration are important.
High ammonia level (often a problem in new tank or improperly filtered, over fed established aquariums can also lead to eye infections.
Another cause is just getting poked in the eye. A methylene Blue dip, or treatment with Triple sulfa or Pimafix will help here.

it might be one of those fancy goldfish, that look funny wiht the bubbles on the eyes. I'd say it was normal... but you might take a picture and take it in to your local pet store, and ask someone.
