I live in New Hampshire and have lived here all my life. When you're 15 and a half you may begin driving with a parent/guardian in the passenger seat, and you do not need an actual permit. As of 16, after taking a Driver's Education course and completing the required number of driving and observing hours you may take the driver's test at the DMV. If you pass you will recieve your license (it's not very hard.) After you recieve your license you're kind of on probation for a while. For example, for the first six months you can only have one or two passengers in the car and they have to be related to you (I believe.) If you get a single ticket you automatically lose your license for 20 days.
