as long as both numbers can still be divided by a common number the fraction will continue to reduce to a simpler form

9 and 27 are both able to be divided by 3 or 9 and 9 is the largest of the two numbers so to get the simplest you take the largest divisor.

9 into 9 = 1
9 into 27 = 3

so 9/27 becomes 1/3 and can no longer be divided by the same number on the top and bottom other than 1 and that leaves the answer at 1/3

its a simple fraction: divide both the top and bottom number by a common factor, in this case its 9, so divide 9 by 9 and you get one and divide 27 by 9 and you get 3
so its 1/3, simple as that!
