why does it start fine and when and then peter down after a few minutes. it runs with carb cleaner and then when the cleaner runs out it'll run a tad and then bog out again.

Sound like no gas. If your carbs have already been cleaned, you may have a plugged filter screen in your gas tank. Drain your tank and remove the petcock. The screen will be mounted right on top of the valve. After you clean and replace, fill tank with fresh fuel.

How old is the gas in the tank? If over 30 days, drain it, put in new gas, clean off the spark plugs, spray carb cleaner into the carb while it is running, and try again. Sounds like a "varnished up" carb, sticks the float.

This is typical if a low speed or pilot jet is plugged or somewhat plugged. The carbs probably need cleaned.
I am assuming you have checked and have gas to your carbs.
